Chhatrapati Shivaji Maharaj (1630–1680 CE) was the legendary founder of the Maratha Empire in western India. Renowned for his exceptional military strategy, administrative acumen, and progressive governance, Shivaji carved out an independent Maratha kingdom (Swarajya) from the declining Adilshahi Sultanate of Bijapur and the formidable Mughal Empire.
A pioneer in military science, Shivaji revolutionized warfare on the subcontinent by perfecting guerrilla tactics, known as Ganimi Kava. Recognizing the strategic value of geography, he captured, rebuilt, and constructed over 300 hill and sea forts (such as Raigad, Pratapgad, and Sindhudurg) which served as the backbone of his defensive network. Shivaji is also celebrated as the "Father of the Indian Navy" for establishing a powerful naval force along the Konkan coast to guard trade routes and defend against foreign powers like the Siddis, Portuguese, and British.
Shivaji's civil administration was highly structured and remarkably progressive. He replaced the corrupt hereditary revenue system with direct taxation and introduced the Ashta Pradhan (a council of eight ministers) to oversee key aspects of governance, including finance, defense, diplomacy, and justice. His revenue system was supported by two primary taxes levied on neighboring territories: Chauth (a one-fourth tax paid for protection against raids) and Sardeshmukhi (an additional ten percent levy claiming hereditary overlordship).
With a strong focus on social justice, religious tolerance, and the promotion of Marathi and Sanskrit in statecraft, Chhatrapati Shivaji Maharaj established a lasting legacy of self-rule and resilience.
